Successful accomplishment of the first mission in Lesotho for ambiente spa.
Following the award of the African Development Bank funded assignment named: ”IMPLEMENTATION OF THE LONG TERM WATER AND SANITATION STRATEGY – KEY FOCUS AREA THREE”, ambiente spa overseas delegation attended the Project Kick Off Meeting in Maseru at Water Commission – Department of Rural Water Supply premises.
The assignment will last 8 months and will involve either International either Basotho Experts whom will be located in the project office set up from ambiente spa.
Joint Venture partner is CIHEAM Mediterranean Agronomic Institute of Bari a Centre for post-graduate training, applied scientific research and design of in loco partnership actions within the framework of international research and cooperation programmes.
The project called “Lowlands Rural Water Supply and Sanitation Project (LRWSSP)” in which this assignment is placed was funded and launched by the African Development Bank in order to develop a national strategy as guide for future initiatives that will be developed in Lesotho in the period between 2014 and 2020 in the water sector, as well as providing a development program for the period 2020-2030. This strategy is structured on the basis of six pilot areas and a series of strategic objectives in each key area of interest.
The mountainous and hilly areas of Lesotho produce a high water amount that would be able to effectively meet the needs of the entire population, but in the territory there are no water supply infrastructures adequate to the proper water supply by the population that lives in the plains.
The public institution responsible for rural water supply, the “Department of Rural Water Supply” (DRWS), shares its responsibility for managing water resources with local rural authorities. Villages in rural areas appoint a Committee that is responsible for managing water resources in rural villages, but the lack of training and skills within the management committees has become an issue to be solved in order to improve water supply in the rural areas.
The specific objective of the contract is to develop and increase the capacities of local institutions so that they can function and act as an integrated water service authority, strengthening the internal organization chart of each institution in the management and operations to be implemented to improve the systems of water supply.
The consultant will identify and develop appropriate tools, guidelines and procedures in the form of training activities, workshops and dissemination of information in order to raise awareness and strengthen the skills within the institutions involved.
The project tasks are here below described:
- Task 1: Assessment of the functions and capacity needs for Local Councils to be Water Service Authorities and preparation of capacity development templates and training materials and manuals.
- Task 2: Capacity building of Local Councils to fulfil their roles as WSAs and for improved management, operation and maintenance of water systems
- Task 3: Implementation of After Care Strategy procedures for subsidies for major maintenance
- Task 4: Assess the functions and capacity needs at national level to support the Local Councils as WSAs and preparation of capacity development plans
- Task 5: Develop strategy to implement pilot projects to develop and test approaches to Public Private Partnerships (PPP) and improved Local council/community management functioning
- Task 6: Development and implementation of planning guidelines and manuals for Local Council Planning for W&S Services as an integrated component of Catchment Management Plans and Physical Development Plans
- Task 7: Review and adapt strategic Financial Planning Tools to assist in assessment of options and policy dialogue on development of water services

Si e’ conclusa con successo la prima missione di ambiente s.p.a. in Lesotho.
In seguito all’aggiudicazione di una commessa denominata ”IMPLEMENTATION OF THE LONG TERM WATER AND SANITATION STRATEGY – KEY FOCUS AREA THREE” finanziata dalla Banca Africana per lo Sviluppo in Lesotho, la delegazione estera di ambiente spa ha partecipato al Kick Off ufficiale del progetto tenuto a Maseru c/o gli uffici della Water Commission – Department of Rural Water Supply.
Il progetto avrà una durata di 8 mesi, e coinvolgerà un team misto di esperti internazionali e locali. Sempre a Maseru per facilitare l’ implementazione della commessa, ambiente spa ha attrezzato un’area di lavoro con diverse postazioni.
Partner dell’iniziativa e’ l’Istituto Agronomico Mediterraneo di Bari, centro di formazione postuniversitaria, ricerca scientifica applicata e progettazione di interventi in partenariato sul territorio nell’ambito dei programmi di ricerca e cooperazione internazionale.
La commessa si colloca all’interno del programma “Lowlands Rural Water Supply and Sanitation Project (LRWSSP)” lanciato dalla Banca di Sviluppo Africana allo scopo di sviluppare una strategia a livello nazionale che sia una guida per le future iniziative nazionali nel settore idrico fino al 2030. La strategia è strutturata sulla base di sei aree pilota e su una serie di obiettivi strategici in ciascuna area di interesse.
Le zone montuose e collinari del Lesotho producono una quantità d’acqua elevata che sarebbe in grado di soddisfare efficacemente i bisogni dell’intera popolazione, ma nel territorio non ci sono infrastrutture per una fornitura d’acqua adeguata al corretto approvvigionamento idrico da parte della popolazione che vive in pianura.
L’istituzione pubblica responsabile per l’approvvigionamento idrico rurale, “Department of Rural Water Supply” (DRWS), condivide le proprie responsabilità di gestione della risorsa idrica con le comunità rurali locali. I villaggi nelle aree rurali hanno attualmente nominato un Comitato di Gestione responsabile per la gestione della risorsa idrica nei villaggi rurali, ma la mancanza di formazione e competenze all’interno di tali Comitati di Gestione è diventata oggi un problema da risolvere al fine di migliorare l’approvvigionamento idrico nelle località rurali.
L’obiettivo specifico della commessa è pertanto quello di sviluppare e incrementare le capacità delle istituzioni locali affinché possano funzionare e agire come autorità di servizio idrico integrato, andando a rafforzare l’organigramma interno di ogni istituzione nella gestione e nelle operazioni da attuare per migliorare i sistemi di approvvigionamento idrico.
ambiente identificherà e svilupperà strumenti, linee guida e procedure appropriate sotto forma di attività di formazione, workshops e disseminazione di informazioni al fine di sensibilizzare e rafforzare le competenze all’interno delle istituzioni coinvolte.
Il progetto verrà implementato secondo le seguenti fasi di lavoro:
- Studio dell’attuale quadro giuridico, analisi degli obiettivi prefissati e inquadramento dell’area del progetto;
- Progettazione degli strumenti di valutazione delle capacità;
- Valutazione delle capacità degli stakeholders;
- Disseminazione di informazioni utili al rafforzamento delle capacità istituzionali;
- Attività di Capacity Building sotto forma di corsi di formazione e workshops in tema di gestione della risorsa idrica;
- Valutazione preliminare, analisi e gestione dei sistemi idrici e degli impianti di trattamento;
- Implementazione di linee guida e manuali per una corretta pianificazione dei servizi di approvvigionamento idrico come componente integrata dei piani di gestione dei bacini idrici;
- Revisione e adattamento degli strumenti di pianificazione finanziaria strategica.
